JOB DESCRIPTION
Position Title: Homeless Operations Coordinator Grade: 10

Salary range begins at $2977
GENERAL SUMMARY: Responsible for the operation of SNAP's Homeless Programs including grant submission and contract management to ensure the homeless program is in compliance with requirements and funds are spent timely and appropriately. Coordinate operations including supervision of assigned staff. Works closely with Homeless Services Coordinator to ensure contract and service requirements are met.
DUTIES AND RESPONSIBILITIES:
1. Coordinates services with other community agencies.
2. Inspects, leases and tracks expenses of transitional residences to be used in the Program. Develops and implements procedures to ensure units are leased, utilized and disposed of efficiently and to the benefit of the program.
3. In conjunction with the Director of Housing Opportunities solicits financial support for the Program.
4. Develops and monitors program budgets. Develops policy and procedures with Homeless Services Coordinator ensuring staff understand eligibility for allowable activities and expenses for various funding sources.
5. Develops and maintains client tracking systems in conjunction with social service, HMIS and Capsys staff.
6. Responds to questions and concerns expressed by program clients.
7. Works with property management staff to ensure policies and procedures are in place for use of SNAP and other property in the homeless program.
8. Maintains liaison with appropriate community agencies and community leaders.
9. Coordinates programs and services with other SNAP programs.
10. Serves on appropriate community committees as SNAP's representative.
11. Assesses, develops and recommends services and programs to meet community needs.
12. In conjunction with Homeless Services Coordinator, work to learn the duties of center coordinator and serve as backup for this set of duties.
13. Works with coworkers and volunteers to promote a positive, respectful and productive working environment, while protecting client confidentiality and dignity
14. Within the context of the state principle job duties, serve as an ambassador of SNAP’s mission and values.
15. Performs direct services and other related duties as needed or as the situation dictates.
16. Completes other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Requirements:
Education and Experience
· Required: Bachelor’s degree in social services or related field and two years of experience in program management, and managing budgets.
· Preferred: Advanced degree and three years experience managing and providing services in multiple programs

· Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality with personal information
· Excellent managerial skills, including planning, delegation, and assessment, time management, staff selection, supervision and evaluation, and conflict resolution
· Knowledge and understanding of all programs and services delivered through the office
· Exceptional interpersonal skills with emphasis on effectively promoting a team environment and working with a diverse population
· Ability to effectively manage escalated situations which may involve challenging clients and difficult people
· Ability to work independently, using initiative and judgment to resolve complex problems
· Demonstrated ability to successfully research, apply for, and receive funding from various sources
· Excellent organizational skills with ability to coordinate workflow for timely completion
· Experience creating budgets, understanding and monitoring financial reports and ability to successfully partner with accounting staff to achieve program aims.
· Strong oral and written communication skills, with emphasis on communicating information in a clear, timely manner
· Proficient in computer operations, including word processing, spreadsheet, and database (CAPSys preferred) applications
Training and Certifications
· Blood borne pathogens training (annually)
· Housing Quality Inspection (HQS) training and certification must be attained in six months
· Valid drivers license, satisfactory driving record, personal vehicle and insurance for Agency business (mileage reimbursed)
Work Environment/Physical Activities:
Some work is sedentary, performed in a typical office environment. Other work involves walking around and through residential properties. Bending, stretching, lifting 20 lbs or less and climbing stairs may be required. Employee may make visits to participants’ homes or living sites, and may encounter challenging situations. Work does require local travel to offices, residents, and other buildings.
