Equal Housing Opportunity

To increase energy efficiency, reduce energy bills, increase comfort and stabilize rent for low-income tenants, SNAP provides weatherization services to apartment owners whose buildings are occupied by low-income tenants.

Landlords who apply for funding agree to freeze the rent for a period of time of no less than one year following the provision of SNAP weatherization services.

To make this service available in Spokane County, SNAP has arranged funding through the Federal Departments of Health and Human Services and Department of Energy, Bonneville Power Administration, Washington State Matchmakers, and Avista Utilities.
