•    Clients must be at or below 125% of poverty guideline and/or below 50% median income guideline (whichever is lower) to qualify for Housing Trust Fund or State HAP Loan programs. 
•    Clients must own and reside in the home. NO EXCEPTIONS. 
•    The home must be located in Spokane County, outside the Spokane City limits.
•    Households are given priority if: a household member is handicapped, if there is an emergent need for correcting a health and safety problem and if it is a referral from another program.

As of January 2007, Housing Improvements currently also has grant funds through HRRP, up to $40,000, to help low-income families stay in affordable housing. The income guidelines for HRRP are 30% of area median income.
